Methodology
Normalization
All metrics are scaled using Min-Max normalization (0-1 range). For metrics where lower is better (price, HPER), the scale is inverted so that 1.0 represents the best (most affordable) value.
Affordability Score
Average of normalized average price and normalized HPER. Higher scores indicate more affordable regions.
Overall Score
Weighted average: 60% affordability + 40% growth. Balances current affordability with market momentum.
